Account adjustments
Your account balance may be modified to include adjustments that align with changes made to the published tuition rates and university fees.
- Adjustments can be for errors, omissions, and for courses cancelled by the university.
- These changes may be made before or after the beginning of an academic term and without notice.
Quebec permanent code surcharge
The Quebec government requires that all students registered at a Quebec university are assigned a unique identifying number or "permanent code" by Quebec’s Ministère l’Enseignement supérieur (MES).
- If you do not provide a valid permanent code with your application for admission to the university, you must apply for one.
- If you don't provide a permanent code, you will be responsible for paying a surcharge. The surcharge covers the funding withheld by the Quebec government.
- This surcharge is also applied if you provide us with a permanent code that is invalid, fictitious, or cannot be processed (e.g. a permanent code from a francophone university).
- You are not responsible for permanent code fees if you are enrolled in the EMBA or GIIM program.
Surcharge deadlines
You will be billed at the time of registration if we do not have your permanent code. If you do not submit your permanent code by the deadline, the surcharge will remain and interest will accrue.
When you provide a valid permanent code, your account will reflect the surcharge removal by the following deadlines:

The permanent code appears on all official Québec school certificates and CEGEP transcripts.
You will have already been assigned a permanent code if you attended:
- High School or CEGEP in Quebec or if
- You have received Quebec Financial Aid
A permanent code is a 12 character code that consists of:
- the first 3 letters of your family name,
- the first letter of your given name,
- your date of birth (day, month [the female gender is identified by adding 50], year)
- 2 validation numbers as determined by the Ministère de l’Éducation et de l'Enseignement supérieur (MEES).
- The number 62 is added to the day of birth if you were born after 1999.
To find your permanent code, look at your school records. Check for it in the:
- Upper right-hand corner of your CEGEP transcript
- Upper left-hand corner of your High School Transcript
- Upper right-hand corner of the Financial Aid Notice and Detailed Calculation Form.
Permanent codes assigned by francophone universities
If you attended a francophone university in Quebec, you might have been assigned a university permanent code. That code is valid only for that university. Concordia cannot use that permanent code, and you must apply for a new code.
To obtain a new permanent code, you will need submit a Permanent Code Data Form with supporting official documents as outline below.
You can obtain the Permanent Code Data by visiting your Student Centre. You can also access your Student Centre by logging in to the Student Hub and going to My CU Account.

Compulsory fees
Compulsory fees ensure that you receive the necessary services and support you need to succeed throughout your academic journey. They range from administrative support to the various student services offered to technological services. The fees you pay depend on if you are an undergraduate or graduate student and the nature of your studies.
Compulsory fees are comprised of non-tuition fees defined and regulated by Ministère de l’Éducation et de l'Enseignement supérieur (MEES), known as Frais institutionnels obligatoires (FIO)

Students should note that a fee exists for membership at the Institute for Co-operative Education. The fee is not refundable. Engineering and Computer Science fee The Engineering and Computer Science fee contributes to the maintenance and replacement of Engineering and Computer Science laboratory equipment. This fee implemented by the Engineering and Computer Science student groups. This fee is only charged in the fall and winter terms. |

Student association & activity fees
Through a referendum process, student associations and student groups put forward fee levy proposals for a vote by undergraduate students. If a fee levy referendum question is passed, the fee levy is presented by the Dean of Students for approval to the Board of Governors.
If approved by the Board of Governors, the University becomes responsible for the billing and collection of the fee levy and the Student Association(s) become responsible for the administration of the fee. However, each organization that receives a fee levy determines their own procedures regarding opting out options.

Health insurance fees are charged automatically every year when International students register for courses.

All graduate students who are paying tuition fees at either the Canadian or Quebec rates, GSA Association fees and who have an active registration with Concordia in the Fall or Winter semester, including CIP's, are automatically charged a premium for this Plan.
Students can opt out of the Student Health and Dental Plan by visiting the Quebec Student Health Alliance (ASEQ) website and completing the on-line opt-out process. There is a specific, published opt-out period.
Students who are registered in fall (/2) or fall/winter (/3) term courses must opt out between September 5 and October 4, 2024. Students enrolled in fall (/2) or winter (/3) term courses may not opt out after October 4, 2024, or during the winter term opt-out period.
Students who are registered in winter (/4) term courses only must opt out between January 22 and February 20, 2025.
International students and graduate students in some programs are not automatically covered by the Health and Dental Plan. If unsure, please contact ASEQ to speak to a representative. Telemedicine plan
You have the option of opting out of the Telemedicine plan in the Fall and Winter term.
- Students will have the option to choose from an annual opt-out or a permanent opt-out.
- An annual opt-out will remove the student's coverage for one (academic) year, and they will be automatically re-enrolled the following academic year.
- A permanent opt-out is final and the student's coverage will not be reinstated the following years.
Students can opt-out of the Telemedicine plan by visiting Maple, a Canadian virtual care platform and completing the opt-out process.
