- Secretary General of the UN, Ban Ki-Moon appointed the new special representative of MONUSCO, Maman Sidikou Sambo.
- He arrived to Kinshasa on Monday, from Niamey, Niger.

3. FARDC have resumed presence in Lubero

- UNJHRO documented 407 violations of human rights in the DRC.
- A decrease compared to last September, 503 violations were recorded.
- Most affected provinces are those of the East: North Kivu (154), the former Eastern Province (125) and South Kivu (50).
- The primary responsibility of violations are state agents (PNC, FARDC, ANR) with 60% of the total number of violations have been 326 242 victims.
- FARDC soldiers responsible for the highest number of violations.
