'Quebec Asylum-Seekers – Rights and Realities'

This talk will feature an in-depth look at the realities of irregular migration in Quebec and the policy challenges associated with accepting and accommodating asylum-seekers, from 2015 to present. The talk will focus on the strengths and limitations of policy in times of crisis, as well as an analysis of federal-provincial relationships and cooperation. As former minister of Immigration, David Heurtel will provide a behind-the-curtain explanation of how policy is made, implemented and evaluated during times of emergency.
Concordia’s Scholar in residence in Public Administration and a Montreal native, David Heurtel is the former Quebec minister for Immigration, Diversity and Inclusiveness from2017-2018 and elected member of the National Assembly for the Montreal riding of Viau between 2013-2018. Prior to this, from 2014-2017, he was the Minister for Sustainable Development, the Environment and the Fight Against Climate Change. By profession, he is a lawyer and an alumnus of the University of Montreal. He is Counsel in the Environmental Law, Energy and Climate Change Practice Group at Fasken.
