We argue that the informal economy bears an important (supportive) relationship to the formal economy.

Outline: Les théories du développement local récentes mettent l'accent sur des facteurs intangibles de développement comme l'existence d'un certain niveau de "capital social" (Flora & Flora) dans la communauté en quête de développement. On peut ainsi soutenir que la cohésion sociale dans les communautés rurales résulte, pour une bonne part, d'un niveau de capital social lequel permet aux "capacités sociales" de la communauté de se mettre en place et de là, assurer un certain niveau de cohésion sociale.

En se basant sur les données recueillis dans l'enquête dans les 20 sites du Projet NRE de l'été 2000, nous allons étudier comment les leaders locaux se représentent la situation de leur propre leadership dans leur communauté et comment ils évaluent le niveau de " capital social " dans ces mêmes communautés rurales. En prenant en compte le type de communauté, en déclin ou en croissance, nous montrerons que le modèle d'analyse du capital social de Flora & Flora semble bien s'appliquer dans le contexte canadien où le niveau de capital social varie aussi en fonction du dynamisme socio-économique des communautés rurales. Par ailleurs, nous verrons aussi que le vieillissement généralisé du leadership rural pose des questions inquiétantes sur les capacités des communautés rurales à aménager leur propre avenir.
