Terms of Reference – Curatorial sub-committee

In accordance with the Public Art Policy (PRVPA-6)

Any terms not specifically defined herein shall have the meaning ascribed to them in the Policy.

Purpose

The Public Art Curatorial Sub-Committee (the “Sub-Committee”) provides expert advice on and contributes to the implementation of the Public Art Strategy. With the Public Art Lead, the Sub-Committee recommends acquisitions, deaccessions and programming to the Public Art Advisory Committee (the “Advisory Committee”).

Mandate 

The Sub-Committee:

  • Contributes to strategic plans and provides expert advice on matters relating to all aspects of the collection and programming as referred to it by the Public Art Lead.
  • Examines whether proposed programming, donations and other significant acquisitions fit the pre-determined selection criteria and are consistent with the Policy and Public Art Strategy.
  • Recommends acquisitions and deaccessions to the Advisory Committee.

Legal and Ethical Framework

In all stages of its work, the Sub-Committee shall comply with ethical standards, and provincial, federal, and international laws concerning museums and the works in their Collections.

Membership

The Sub-Committee is composed of at least five (5) and up to nine (9) members, including the Public Art Lead, as well as members drawn from within and without Concordia University. Composition is diverse, representing Indigenous, racialized and other underrepresented communities and groups on or off-campus.  At least 60% of the members must be drawn from the visual arts sector including at least two external members.

Required members of the Committee are:

  • Public Art Lead
  • Representative from one of the University Art Galleries: Leonard & Bina Ellen Art Gallery or Faculty of Fine Arts Gallery
  • Representative from Facilities Management, Planning Department
  • Student member of the Public Art Advisory Committee 

Other members of the committee will be drawn from amongst the Advisory Committee members.

Appointment Process and Terms

  • The Public Art Lead serves ex-officio.
  • Members of the Sub-Committee are appointed by the Public Art Advisory Committee, by consensus or majority vote.
  • Members are appointed for a term of three years with the possibility of renewal, if they remain members of the Advisory Committee.

Chair

The Sub-Committee is chaired by the Public Art Lead.

Meetings

  • Meetings are held at the University with the possibility of virtual meetings.
  • Meetings are held at least 3 times per year, usually one in each semester, prior to meetings of the Advisory Committee.
  • The Sub-Committee may be required to make time-sensitive recommendations by email between meetings.
  • A Sub-Committee meeting requires a quorum of a majority of the members.
  • An affirmative vote must represent a majority of the Sub-Committee to be accepted.
  • Each Sub-Committee meeting is minuted.

Member Duties

  • Members are required to take part in ongoing training.
  • Members may contribute to the agenda as it is being prepared.
  • Members will participate in some programming activities each year.
